UNIVERSITI TEKNOLOGI MALAYSIA (UTM)

TERMINATION OF THE ENHANCED MOVEMENT CONTROL ORDER (EMCO) AT UNIVERSITI TEKNOLOGI MALAYSIA (UTM), JOHOR BAHRU

Please be informed that the implementation of the Enhanced Movement Control Order (PKPD) in UTM Johor Bahru has been terminated as scheduled by the National Security Council (MKN) on 3 June 2021. This termination was issued after a risk assessment with various agencies in the PKP Technical Committee, including the Ministry of Health Malaysia (MOH). This is in line with the MOH confirmation that the cluster is under control and all positive cases have received treatment. The termination is based on the media statement by the Senior Minister of Defense on 2 June 2021.

2.     In this regard, the University would like to express an appreciation and a million thanks to all agencies involved (especially MKN, Kulai District Office, KKM, JKM, PDRM, JPAM and RELA) which have mobilized energy and efforts together to help the University community, especially students in undergoing EMCO period smoothly and successfully. A special appreciation is also given to all individuals, communities, associations and companies who have contributed to Tabung Prihatin COVID-19 as well as various activities and contributions of daily necessities continuously. Our deepest appreciation also goes to Duli Yang Maha Mulia Raja Zarith Sofiah binti Almarhum Sultan Idris Shah for the concern and the provision of food and various needs, for providing assistance and implementation of activities through the Yayasan Raja Zarith Sofiah Negeri Johor.

3.     This success could not be achieved without the perseverance and tenacity of UTM frontliners. To the frontliners of the University as well as the volunteers consisting of staff and students, there is no word that can be enough to express the gratitude and may Allah S.W.T. shower you with the greatest reward.

4.     By considering the security measures as well as the post EMCO transition and the implementation of the Full Movement Control Order (FMCO) nationwide from 1 until 14 June 2021, the University management has decided on several matters related to the operation of the University. This decision is important in helping the University to continue its efforts to stop the pandemic transmission.  Among the related matters are: –

4.1   Student Movement

i. All students are NOT ALLOWED to enter and exit the UTM JB campus from 4 June 2021 until 14 June 2021. Meanwhile for UTMKL campus, the restrictions are from 1 June 2021 until 14 June 2021.
ii. Student movement within the campus area is allowed EXCEPT for students who are undergoing a self-quarantine process at Block S46 and S47.
Iii. The food supplies for students who are undergoing a self-quarantine process in Block S46/47 will continue with the existing method.
iv.  Students who are in the Isolation Center are not allowed to go out and must use food delivery service.
v. Any student who would like to apply to leave for emergency reasons can refer to the Principal of the respective Residential College. Supported applications should be forwarded for review by the Director of Health Centre for health-related cases or the Director of Safety for certain cases.
vi. Students are ALLOWED to do recreation individually on campus by complying with the Standard Operating Procedures (SOP) set by the National Security Council (MKN).
vii. Any form of group activity and discussion are NOT ALLOWED and must be conducted online.
viii. Students who stay outside of the campus are only allowed to move based on the MKN SOP for PKP 3.0 and not allowed to enter the UTM campus.

4.2   Operation of Facilities on Campus

i. Cafeteria and grocery shop services on campus will be OPEN starting on 4 June 2021 from 8.00 am until 8.00 pm ONLY.
ii. For cafeteria services, food preparation is by drive-through or pack food ONLY.
iii. Food delivery and goods (panda mart) services can continue until 8.00 pm only.
iv. Students with families who want to get supplies of raw materials/cooking gas/family needs, also can use the service online or from any grocery store on campus.
v. Students who need vehicle fuel (petrol) can use the fuel supply service provided by the University with a limit of 2 liters (motorcycle) and 10 liters (car/van). The location of vehicle fuel supply is at UTM Fleet Workshop, Block F53A. 
vi. The University Health Centre (PKU) service has been reopened and the PKU mobile clinic has been terminated.
vii. For parents/guardians who want to deliver food/goods to students, it is necessary to use the delivery service.

5.     The University hopes for the cooperation and concern of all University communities to understand the current situation and continue to support all the efforts in ensuring the University campus can return to being a green zone and safe to live. Please continue to remain vigilant, always take care of your personal and family health and always abide by the SOP outlined by MKN. With the spirit of #cekalbersamatakwa, let’s continue to pray that the situation will remain under control and back to normal.
